Although the vehicle technical inspection service is not currently being provided, vehicle owners must comply with the regulations in force in the Traffic Law. In other words, there are many faults related to the state of the vehicle that have nothing to do with having a technical inspection approved or not.
Thus, it is illegal to circulate without the bumper or bumper, be it the front or the rear. It is understood that it may be under repair or in a paint shop, but the Law is clear that it is necessary to have them placed to circulate. Article 32 of the Traffic Law establishes it.
Likewise, it is illegal to drive without any of the windshields, front or rear, whether nothing is being worn or plastic is put in its place. The fact that they are waiting for the agency to get them the windshield does not validate driving without it.
We are a little concerned that people make an incorrect relationship between the suspension of the vehicle technical inspection service and that they have free rein to circulate with the vehicle in the condition they want. This is not the case, because what is applied is the regulations indicated by the Traffic Law. If someone does not have a windshield, has burned out lights or exceeds the levels of smoke or noise, they are sanctioned based on the Traffic Law,” said Alexander Solano Quirós, director of the Traffic Police.
Additionally, the official detailed, the same article 32 establishes that, to drive legally, you must carry a horn in good condition, a speedometer that, as its name indicates, must be expressed in kilometers. If the car comes with another unit of measurement, such as miles, but at the same time comes with kilometers, there is no problem. You should always have one in kilometers.
Another issue that many do not know is that the steering wheel can be on the left or in the center. On the right it is totally prohibited since 2012.
On the other hand, the seat belts must be three-point on the side seats, unless this is not possible due to their constructive nature. In that case, they should be at least sub-abdominal, as the seat belt in the center of the back row of sedans usually is.
Rear-view mirrors, all law lights, such as low and high front, reverse, turn signals, emergency and identification plate, all working, are also part of the list, as well as the muffler, the brakes, the parking brake emergency (handbrake) and the brushes in good condition.
The fine for failing to comply with this regulation is about ¢24,000, according to article 147, subsection v) of the Traffic Law.
